On July 3, the Ministry of Education 교육부 released a first-of-its-kind proposal for assisting individuals with borderline intelligence. Although persons with an IQ of 70 or lower are legally considered mentally challenged, there is no legal recognition of individuals with borderline intelligence, defined as IQs between 71 and 84. 

Based on a standard distribution, the Education Ministry estimated that a little fewer than 7m South Koreans have borderline intelligence. The Ministry proposed identifying people with borderline intelligence during schooling, and providing appropriate counseling and job training accordingly.
